Core EU Representative Notice
Quantum Intelligence Hub Ltd is a company registered in England and Wales. Any EU-based contact point, local assistant, commercial partner, reseller, service introducer, consultant or operational support person is not authorised to create legal obligations, accept legal service, give binding guarantees, modify QIH policies, collect unauthorised payments or represent themselves as a legal branch of QIH unless expressly confirmed in a written agreement signed by QIH.

Section 02
Purpose of this Notice
This notice clarifies how QIH communicates with users, customers, partners, authorities, regulators and service providers within or connected to the European Union.
- To clarify that QIH is a UK registered company
- To define the limits of any EU-based contact point or commercial representative
- To prevent unauthorised promises, guarantees or legal representations
- To explain how EU-related enquiries may be submitted
- To clarify that local contact support does not automatically create an EU branch or legal establishment
- To protect QIH from unauthorised acts by third parties, partners, agents or resellers
Section 03
No Automatic EU Branch or Establishment
QIH may provide services to clients located in the European Union or work with EU-based contacts, suppliers, service providers or commercial partners. This does not automatically mean that QIH has created a formal EU branch, subsidiary, office, permanent establishment or regulated local entity.
- EU customer access does not create an EU branch
- EU-based operational support does not create a legal establishment
- EU marketing, sales or customer communication does not automatically create local regulatory authorisation
- EU partners or resellers are independent parties unless expressly stated otherwise
- QIH may operate cross-border from the United Kingdom unless a separate legal structure is expressly confirmed
No person, partner, reseller, consultant or local contact may claim that QIH has an EU branch, EU subsidiary, EU office or EU legal establishment unless such status is formally confirmed by QIH in writing.

Users located in the European Union may contact QIH through the official QIH communication channels listed in this notice.

Section 05
Limits of Local Representatives and Partners
Any person, partner, reseller, introducer, consultant or local contact assisting with QIH-related services in the EU acts only within the scope expressly authorised by QIH.
- They may not sign contracts on behalf of QIH unless expressly authorised
- They may not accept legal service, court documents or regulator notices on behalf of QIH unless expressly authorised
- They may not guarantee refunds, approvals, delivery times, bank acceptance, visa outcomes or certification results
- They may not change prices, policies, terms, service scope or refund rules
- They may not collect payments in QIH’s name unless written payment authority has been granted
- They may not present themselves as directors, employees, officers or legal agents of QIH without written authority
Unauthorised statements, promises, invoices, representations, guarantees or payment requests made by local contacts, partners, resellers or third parties are not binding on QIH unless expressly approved in writing by QIH.
Section 06
EU Data Protection Position
QIH may process personal data relating to EU users where necessary for service delivery, customer support, legal compliance, billing, security, marketing, education, e-commerce, hosting, company formation support or business operations.
- Data processing is governed by the applicable QIH Privacy Policy and Data Processing Policy
- QIH may use authorised sub-processors located inside or outside the European Economic Area
- Data transfers may be subject to appropriate safeguards where required by applicable law
- Users may have rights to access, correction, deletion, restriction, portability or objection where applicable
- QIH may retain records where required for legal, accounting, tax, fraud prevention, dispute or compliance reasons
Section 07
No Legal Representative Unless Expressly Appointed
Where a specific law requires the appointment of an EU representative or local contact for a particular activity, QIH may appoint such representative separately and publish the relevant details where required.
- This notice does not automatically appoint any person as QIH’s EU legal representative
- This notice does not authorise any third party to receive legal proceedings on QIH’s behalf
- This notice does not authorise any person to communicate with regulators as QIH’s official legal agent without written authority
- If a formal EU representative is appointed for a specific legal purpose, QIH may publish or provide separate details
- Any representative appointment may be limited by service type, country, legal requirement or written agreement
Section 08
EU Consumer, E-Commerce and Service Users
Where QIH provides services, products or digital content to EU users, specific consumer, e-commerce, delivery, refund, digital service or data protection rules may apply depending on the user type, country, service and transaction.
- Business customers and consumer customers may have different legal rights
- Digital services, custom services, consultancy, setup work and third-party costs may have different refund rules
- Return shipping and delivery costs may be allocated according to the applicable Shipping & Delivery Policy
- Product compliance, customs, VAT and import obligations may depend on destination country rules
- Users must review the specific policy applicable to the service, product or platform they use
Section 09
EU Operations and Local Compliance
QIH may support clients with company formation, business infrastructure, webshop setup, digital systems, education or trade-related services involving EU markets. Such support does not guarantee local regulatory approval or business success.
- QIH does not guarantee VAT registration, bank account approval, payment provider approval or tax treatment
- QIH does not guarantee customs clearance, product acceptance or marketplace approval
- QIH does not guarantee visa, residence, travel or immigration outcomes
- QIH does not provide regulated local legal, tax, immigration or financial advice unless expressly stated in writing
- Clients are responsible for obtaining independent local professional advice where necessary
Section 10
EU Product, Trade and Delivery Limitations
For e-commerce, trade, dropshipping or supplier-dispatched products involving EU destinations, delivery and compliance may depend on suppliers, couriers, customs authorities and destination-country rules.
- Products may be dispatched from third-party warehouses, suppliers or fulfilment partners
- Customs, import VAT, local taxes, brokerage fees or handling charges may apply
- Certain products may be restricted, delayed, returned or rejected by authorities or carriers
- Customers may be responsible for return shipping, failed delivery costs and incorrect address costs where legally permitted
- QIH does not guarantee product availability, delivery date, customs clearance or destination-country acceptance
Section 11
No Authority to Modify QIH Terms
Only QIH may approve amendments to its legal terms, policies, commercial agreements, refund rules, pricing, service scope or legal disclaimers.
- Verbal statements by local contacts are not binding unless confirmed by QIH in writing
- Messages from third parties do not override QIH policies
- Partner sales materials do not replace official QIH terms
- Local representatives may not waive QIH rights or create additional obligations
- Customers should rely only on official QIH communications, invoices, contracts and policy pages

Regulatory and Authority Communications
Any regulator, authority, court, consumer body or official institution wishing to contact QIH should use the official legal or compliance contact details provided in this notice.

- Where there is conflict between language versions, the English version may prevail unless mandatory law requires otherwise
- Machine-assisted or human-translated materials may contain differences in wording
- Users should request clarification before relying on translated legal terms for important decisions
- QIH may update or correct translations at any time
Section 14
Service of Legal Documents
No partner, reseller, local contact, consultant, address provider, accountant, hosting provider, courier or informal representative is authorised to accept service of legal documents on behalf of QIH unless expressly appointed in writing for that purpose.
- Legal notices should be directed to QIH’s official registered office or legal contact
- Service through unauthorised persons may be rejected
- Emails to non-legal addresses may not constitute formal legal notice
- Social media messages, WhatsApp messages or partner communications do not constitute formal legal service
- QIH reserves all rights regarding validity of legal service, jurisdiction and procedure
For formal legal matters, users and authorities should not rely on local commercial contacts, partners, resellers or informal representatives. Formal legal communication must be directed through the official channels recognised by QIH and applicable law.
Section 15
Limitation of Liability
To the maximum extent permitted by applicable law, QIH, its directors, employees, contractors, advisors, suppliers and partners shall not be liable for losses arising from reliance on unauthorised EU representatives, local contacts, partners, resellers or third-party statements.
- QIH is not liable for unauthorised guarantees, promises, invoices or representations made by third parties
- QIH is not liable for payments made to unauthorised persons or accounts
- QIH is not liable for confusion caused by users relying on unofficial communications instead of QIH policies
- QIH is not liable for local regulatory assumptions not confirmed in writing by QIH
- QIH’s total liability shall not exceed the fees paid for the specific service giving rise to the claim, unless mandatory law requires otherwise
Nothing in this notice excludes liability that cannot legally be excluded under applicable law, including liability for fraud, fraudulent misrepresentation, death or personal injury caused by negligence where such exclusion is prohibited by law.

Updates and Governing Law
QIH reserves the right to update this EU Representative Notice to reflect changes in legal requirements, EU operations, data protection rules, representative appointments, commercial structures, partner relationships, compliance needs or operational practices.
This notice is governed by the laws of England and Wales. The courts of England and Wales shall have jurisdiction over disputes arising from or connected with this notice, except where mandatory law provides otherwise. Continued use of QIH services after publication of an updated version constitutes acceptance of the revised notice.
